Novoville was founded in 2016 in response to the growing need for more participatory, accountable, transparent, efficient and inclusive local governance. We are a tech startup with a unique mission to transform the public services we all use and improve tomorrow’s government policies, making them citizen-centric. We believe that the collective intelligence that people have about the places they live in should be the starting point for any policy design.

Our team has extensive experience in local and central government, data analytics, behavioural economics and software development. We have received multiple awards and are one of the top 10 ‘GovTech’ startups in Europe, serving 65 local authorities and 3.5m citizens across 4 European countries as of March 2020. ‘GovTech’ is a technology sector dedicated to improving how citizens and public administrations (local and national) interact.

As of 2026, we are a company of 35 people, with offices in Edinburgh, London, Athens and Nicosia.
